The mirror, it seems, was rather-firmly cemented to the wall in some fashion. Removing it in one piece will likely require some careful and somewhat-specialised consideration.
Sighing, the dragon-chef unleashes his dream-granted clothing-breath to cough up some rather bizarrely-cut dresses and bathrobes to drape over the reflection of a happy, ordinary day gone by, hiding the merriment of the departed Deb and her patrons for now.

Some clattering from the kitchen area draws him out of his melancholy pondering as Glorbuk goes through the drawers to determine what the establishment has to work with. From what both the dragon-chef and goblin-butler can determine, Deb's Place was definitely on the 'cheap and cheerful' end of the eatery-spectrum, and likely firmly in the 'greasy spoon' category. From the menu boards prominently displayed around the place (with carefully-drawn pictures of the meals in chalk, perhaps for the benefit of the illiterate), Ryuu can tell Deb was very much a believer of cheap, hot, filling food for her patrons.
Given the establishment's location between the slums and the warehouse and dock districts, it's likely the place catered to those without a lot of money to spend in the first place.

A little more digging around has Glorbuk finding a duty roster, with a list of names and addresses pinned to the back.

Keeping her eyes out as she has, Dulcinea is fortunate to look down the right road at the right time to see a woman manning a stall piled high with strange fruits and vegetables that doesn't seem to be doing much in the way of business. A glance at the stall's sign confirms her suspicions- it advertises 'Safe Seed Rain Produce', sure enough, with a tacked-on side-sign saying "Yes, really!".

The woman looks like she's selling a variety of different produce. Some of them are stated as being from 'Exga Village', which apparently got lucky in some way, shape or form and managed to avoid getting anything poisonous or dangerous growing in their fields after the Seed Rains passed. Some of what she sells are in crates marked 'assorted'. At least one of the wooden boxes is making a muffled, shrill whining noise.
The woman insists she's dropped her prices multiple times and that, yes, all of the produce on offer is safe, and no, she's not dropping her prices any more because she has to put food on the table somehow.
She seems to be subtly avoiding the issue that she literally has food in front of her that she doesn't seem to be willing to put on her aforementioned table.

There's only a few names on the roster, it seems- Deb ran a fairly small, if tight ship, so to speak. Things are complicated by Ryuu not actually knowing the layout of the town well enough to place the addresses, not to mention the potential hazards of wandering into the slums by himself.
On the other hand, didn't Violet say something about checking against the census to see who was still among the ranks of the living? It's possible a trip to the Town Hall and a visit to the gardening clerk might be in order, if the Spiritual Defense Force have finished with her.
Alternatively, a slower method might be to post a notice in the window of the diner requesting previous employees get in contact. From the tributes laid outside, it's certain that at least a few people come by here regularly to pay respects, and word would quickly spread.
On the other hand, people are coming here to pay respects. Opening the place back up again might have to be handled with some degree of tact, and the mirror itself might either prove to be a memorial that the local residents would insist stays in place, or a source of fresh grief.

The diner is already rather clean- the place was apparently closed when Marefore's compact atomic apocalypse hit, and it seems Deb was a great believer in making sure things were tidy and set up for the next day come closing time.

It's clean, but it's clear a lot of the appliances and utensils are on the old and worn side. Well cared for, but definitely not at their best anymore. The dry goods and cooking oils look to be in fairly good order, but there's more than a few eggs Ryuutarou would rather not go cracking.
The other perishable goods have likewise definitely lived up to their descriptor. It looks like Deb couldn't afford a refrigerator.

The diner itself isn't exactly huge, although from the looks of the table layout it could seat a fair few. There's a few stacks of newspapers, wax paper and the like set up near the kitchen area that suggests Deb may have had a fairly brisk trade in takeaway meals- possibly in the form of toasted sandwiches and the like.

The duo set about removing the spoiled foodstuffs, Glorbuk muttering under his breath. Not from disgust, apparently, as it would take truly staggering amounts of filth to phase a goblin. Probably just muttering for the principle of the thing.
Windows are opened, and the questionably-fresh breeze from the slum-bordering area is let in!

Dulcinea attempts to use her Bardic know-how and Etheral Magic to suppress the whining of her cabbages!
She manages to fail spectacularly, instead causing them to start whining and vibrating in annoying harmonies.

Incensed by reality's refusal to acknowledge her clear superiority and unparalleled ability in these matters, the Nightmare Scientist pulls out the focus for her Atrocity Procedure and sets about doing unspeakable things to the produce.
(Un)fortunately, partway through the proceedure, SCIENTIFIC INSPIRATION hits! Why, used correctly, it might be possible to weaponise these obnoxious vegetables! She just needs a large enough sample, and to do this, and that, and why not see if she can't transfer some of the properties to some of those other vegetables she picked up, and--

--several minutes later, Dulcinea comes back to her senses and witnesses what she has wrought- a box of vibrating, screaming vegetables wailing in perfect harmonic intervals with unsettlingly-clear voices.

"Hahaha! What a wonderful day for SCIENCE!" Dulcinea cheerfully whistles in harmony with her Tenebrous Choir, creating an Ominous Introit for her arrival at Deb's Place.

Noting that the door is no longer sealed with spirit magics, she tosses it open and shouts in greeting, "Good morning! Nice day for fishing, ain't it? Hu ha!"

Ryuutarou and Glorbuk both stare at her while her assortment of vegetables makes disgruntled noises.

Ryuutarou is the first to reset himself. "Ah! You're back! I'm glad to see that you're not stuck in Time Hell any more! But what's this about going fishing? And isn't it nighttime?"

"Never let the time of day get in the way of an otherwise-appropriate reference!" Dulcinea boisterously replies. "And since Violet and the Spiritual Defense Force are busy looking for Rot-flavored mushrooms, I decided it was time to catch up on my original task from Mr. Progression: finding out what was wrong with the local fish!"

"Oh, you're right! We were going to do that, weren't we. Things have just been so busy lately that it's been hard to keep track!" Ryuutarou hums to himself, "Glorbuk, do you think you're good to wrap things up here while Dulcinea and I go fishing?"

That done, the Nightmare Scientist and Dragon Chef head off down to the shore. They've got a few options, there: There's the docks where most of the town's fishing vessels are moored (many of which haven't set sail, potentially due to their owners being unable, unwilling or outright deceased), the jetties where some of the vessels used more for pleasure than work are moored, the shipyards- which, admittedly, seem to be on something of a pause right now, work-wise, or the ramshackle collection of rickety piers and posts on the sprawling outskirts where the slums meet the shoreline.

Dulcinea has no need of mundane boats to sail the seas! She steps forth upon the waters and a ship arises to serve her, as is appropriate for the Fisher King!
A Major Power of the Citadel of the Fisherman is:

She then navigates the nearby waters to go fishing for whatever Mr. Progression said would be lurking around there that the town definitely needs to know about!

Dulcinea steps confidently forth off the dockside and into thin air. She only just begins to fall afoul of gravity when the ocean rushes up to meet her, the seawater and salt spray flowing and spinning itself rapidly into a shining blue-green sloop trimmed in seafoam hues with pearl-white sails, flying the pennant of the Lord Fisherman.
Her foot lands on the deck of her summoned vessel, just as planned.

Thus furnished with seaworthy transport, Dulcinea and Ryuutarou set off! Along with Willoughby, who appears to have somehow ended up on Dulcinea's shoulder somewhere along the line without the Nightmare Scientist knowing. Perhaps during that incident with the vegetables.

Heeding well the advice of the probably-esteemed Mr. Progression, Dulcinea sticks closer to the town and casts her rod out, enjoying the breeze and the sea air ruffling her hair and robes.

Before long, a tug on her line heralds the first of her catches as Lord Fisherman of the Citadel! How exciting! Surely, this will be a catch that begins her legend in the annals of fisherkind! Reeling her rod in with artifact-granted ease, Dulcinea beholds her bounty!

It's...

...not a good one.

Her granted knowledge of sealife pings this as some sort of bass. However, most bass don't tend to have unpleasant tumorous lumps pushing out from between their scales at odd intervals. Clearly, Helen Fein's ranting about the quality of the fish the local fishermen were bringing in is not without merit. Something is off, here.

She squints harder at it, and determines it as:

This is indeed no good at all!

She pulls out her Compass That Points Toward Atomic to see if there's a particular concentration of Atomic mana out here, or if it's more of a generalized "Field of Atomic Bleh". If there is a concentration, she will set sail to it; otherwise, she will remain here and see if she can catch a few more varieties of Irradiated Fish to make it easier to point out the differences in each kind to the local fishermen.

Dulcinea pulls out her compass!
Tick. Ticktick. Tick. Tick.
Its needle flits this way and that. It looks like there is generalised Atomic contamination out here, although there's a few directions the needle seems to point to more often than others. Perhaps there's some points of Atomic Mana concentration around the local waters? It's not very clear, however. It's a compass, after all, not a radar. It could be anything from areas of high Atomic Mana concentration, to radioactive items beneath the waves, to Atomic-element entities causing problems. While she's not the level of the possibly-apocryphal Geomancer von Channeler (or was it Channeler von Geomancer?), it wouldn't be a stretch to say one of those elements could quite easily end up bringing about the others. Either way, there's not much more she can determine up here other than potential directions of general Atomic-ness.

Deciding a vague direction is better than none, she sets sail for one of the directions the compass points to more often than not, and commences more fishing on the way.

She gets:

Should Dulcinea eventually reach a point where she appears to be above the source she is tracking, she will attempt to fish for the source of Atomic Mana. If that doesn't work, she will decide to take a swim to investigate!

Dulcinea casts her line into the water, attempting to fish for the source of Atomic Mana she seeks! The way the compass is reacting, there's certainly something down there.

Her hook catches on something, and she reels it up! A glowing green light shines from below, getting brighter and brighter as it ascends.
A radiant, shifting bundle of sharp, erratically-formed glowing green crystal sits on the end of her line, vibrating ominously. It's a Celirium-α Elemental (Elemental, Level 30)!

As the fisherman in this situation, Dulcinea has the drop on it, however she wishes to react.

Watery allies are summoned, and Willoughby unleashes a flash of flame! The Gem doesn't boost it as much as it would have were it an actual action, but it still singes the unstable elemental for Light damage.

Dulcinea fires a vortex of sparkling missiles from her fishing rod! As one does. The watery barrage deals Heavy damage to the thing, and brings the promise of more shiny pain to come.

Ryuutarou, meanwhile, goes the more-straightforward route of stabbing the thing, sending chips and shards of radioactive crystal flying for Moderate damage!

Willoughby sets herself on fire! This is a sound and reasonable tactic. The aura of flame promises pain to anyone foolish enough to smack the kitten around.

The elemental responds by unleashing a miniature nuke's worth of explosive Atomic energy, blasting the boat and everyone on it with a roaring nuclear shockwave!
Dulcinea takes Moderate damage, and avoids Overload: Thermonuclear Meltdown thanks to her Armband of Purity.
Ryuutarou takes Moderate damage, and avoids both Poison: Irradiated and Overload: Thermonuclear Meltdown thanks to his Armband of Purity.
Willoughby takes Extreme damage, and is hit with both Poison: Irradiated and Overload: Thermonuclear Meltdown.

The retaliatory lash of flame blasting the elemental, followed by the afterbarrage of sparkling missiles and the result of its own self-explosion causes the thing to collapse to pieces as its unstable nature works against it.

The party gets XP for a Level 30 enemy.

They're also not in a great way, currently being afflicted as they are by at least one radioactive status effect, having taken a horrible amount of damage in Willoughby's case (her low level not helping her), and currently taking on water from the damage to the boat.

Dulcinea pulls

Greater Treat-Debuff- (Spell, Healer Magic, Light, 60,000 MP, 60,000,000 Gold) Caster cures all stacked instances of target debuff on target individual that comes from a source below Level 60, Caster must either be Level 40 or greater or must possess the ability 'Healer' or the ability 'Doctor'

Greater Vivify- (Spell, Healer Magic, Light, 400,000 MP, 40,000,000 Gold) Target obtains a non-stacking buff that causes its possessor to Regenerate 400,000 HP at the start of each round, Caster must be Level 20 or greater and must possess the ability 'Healer'

out of her Bag of Holding, and casts Greater Vivify on Willoughby, then Greater Treat-Debuff to remove Overload: Thermonuclear Meltdown.

[NOTE: Apparently Negative Status Effects don't count as debuffs? I'm having trouble finding conclusive evidence that separates them, but a lot of implications that they are in fact separate things. In the case that Greater Treat-Debuff doesn't work, Dulcinea will occasionally cast Atrocity Procedure to heal Willoughby if the damage outpaces Greater Vivify until she naturally recovers from the status effects.]

After seeing to Willoughby, Dulcinea will try casting Greater Vivify on the boat to repair it. If that doesn't work, she'll pull out Rapid Crafting, Crafter, Engineer, and Sailor to patch up the hull while Ryuutarou bails out the water.
