400,000,000 will get you a limiter that makes it only take effect on Seirei. It is currently too tied to that world's unique mana patterns for removability to be widely available, though at some point in the future it may become available. You are currently advised to make use of your resources and come up with a plan to counteract it using the methods that would purify such a state on Seirei where possible.
